But what particularly aroused concern was the point that had been raised by the United States and Britain at Dumbarton Oaks and had supposedly been resolved at Yalta: the danger that the permanent members might be in a position to prevent the organisation from operating in any dispute concerning themselves. These were precisely those situations which, in the eyes of others, were most likely to represent serious threats to the peace in the future. At Yalta, as we have seen, the Big Three had secured agreement on a formula which at least limited the use of the veto by great powers in their own defence.

The Soviet Union, on the other hand, sought to link the representation of Argentina with the settlement of the Polish issue. No Argentina without Poland. Again there was deadlock. To help resolve the issue a special meeting was arranged between representatives of the Latin American states and those of the sponsoring powers. When this failed, the matter was put to the Executive Committee of the Conference. The proposal to invite the Soviet republiC"s was first discussed. When this was approved, the Latin Americans argued that, on these grounds, Argentina should be invited too.

This request had already been put forward by the Soviet Union in preliminary discussions about the Conference. Traditionally the presidency of international conferences goes to the host state, but it may also in some cases go to the initiating country or countries. In substance, therefore, the Soviet demand had some justification, since, in a matter as important as the preparation of a new world organisation, there clearly could exist a significant national advantage for the country occupying the presidency.
