The broadcast frequency band of 11-7-12-5 GHz was divided into 80 channels and orbital positions spaced at intervals of 6° were selected. Each nation was allocated at least one unit comprising four or five TV channels (each with a bandwidth of 27 MHz) and a position in the geostationary orbit. Nations with very extensive territories were allocated more than one unit; the USSR, for example, received six units. Brazil, Canada and the USA were not willing to commit themselves to these principles; planning for Region 2 (of which they form an important part) was therefore postponed to a Regional Administration Radio Conference (RARC) which was held in 1983.
